Notice to Reduce the Price of Refined Oil Products by National Development and Reform Commission

To Development and Reform Commission, Price Bureau, Price Bureau of XInjing Production and Construction Corps, China National Petroleum Corporation, China Petroleum and Chemical Corporation, China National Offshore Oil Corporation in every province, autonomous regions and municipality,

According to a revamped pricing mechanism for refined oil, coupled with the recent changes in international oil prices and comprehensively considering the current economic situation at home and abroad, the domestic refined oil supply and demand conditions, it is decided to lower the prices of refined oil. We hereby make the following notice on relevant issues:

First, the prices of gasoline and diesel provided to the armed forces and the Xinjiang Production and Construction Corps and the State Reserves by refined oil production enterprises will be lowered by £¤190 per ton, the adjusted price of which will be £¤6620 and £¤5880 per ton respectively. The price of other oil products will be adjusted accordingly, the adjusted prices of which are listed in attached table 1. The prices of non-standard products will be determined in accordance with the quality rate of national regulations by refined oil production enterprises.   

Second, the maximum supply prices of gasoline and diesel for transportation, civil aviation and other special users will be equally reduced, the adjusted maximum supply prices of which will be £¤7020 and £¤6280 per ton respectively. The maximum price of  non-standard products will be determined in accordance with the quality rate of national regulations by refined oil production enterprises. Prices of gasoline and diesel for railways, fisheries, forestry and agriculture will be in accordance with that for armed forces temporarily. 

The maximum supply price for qualified private wholesale enterprises will be determined by £¤400 deducted from the maximum retail prices. When the market retail prices are lowered, the price for private wholesale enterprises should be lowered accordingly, the price difference of which should be kept no less than £¤400.    

The specific supply prices can be determined through consultations between both the supply and the demand parties, which cannot exceed the maximum supply price. 

Third, the maximum retail prices of gasoline and diesel will be reduced equally in every area. The adjusted maximum retail prices of gasoline and diesel in every province (district and cities) and central cities are listed in attached table 2. The maximum price of non-standard products will be determined in accordance with the quality rate of national regulations by prices department in every province, district and city.

Refined oil retailing enterprise may determine the specific retail prices autonomously under the premise that the maximum retail prices cannot be exceeded.

Fourth, maximum wholesome price of gasoline and diesel will be reduced equally. If it is contracted that the supply-side delivers to the retail enterprise, the maximum wholesome prices will be determined by deducting £¤300 from the maximum retail prices, otherwise, the prices department will determine the maximum wholesome price by considering factors like the freight and other incidental expenses on the basis of £¤300. When the market retail prices are lowered, the wholesome price should be lowered accordingly, the price difference of which should be kept no less than £¤300.  The maximum wholesome price of non-standard products will be determined in accordance with the quality rate of national regulations by prices department in every province, district and city.

The specific wholesome prices can be determined through consultations between the refined oil wholesome enterprises and retail enterprises, which cannot exceed the maximum wholesome price.

Fifth, the maximum cost price of liquefied gases is determined by keeping the ratio of 0.92£º1 to the price of 90# gasoline supplied for armed force and other departments. The specific price can be determined by consultations between both the supply and the demand parties on the premise that the maximum cost price cannot be exceeded.

Sixth, the adjusted prices will be in effect at 0:00 on September the 30th, 2009.

Seventh, CNPC and Sinopec Group must do a good job of the link between refined oil production and transportation, ensuring the market supply and urging the subordinate enterprises to strictly implement the national price policies.

Eighth, prices departments at all levels must strengthen the price supervision and inspection to crack down on all kinds of illegal prices and effectively maintain the stability of oil market. Meanwhile, monitoring of refined oil market dynamics and prices should also be strengthened. Once unusual circumstance arises, it must be reported in time and response measures must be taken with the relevant departments.

Ninth, prices department in every province, district and city, together with CNPC and Sinopec Group, must report the implementation of the price adjustment program, market prices and problems to the Prices Division of our Commission before 18:00 on September the 30th(Fax Number: 010£­68502194).
